United Kingdom packaging EPR for Shopify sellers
The UK's Extended Producer Responsibility (EPR) for packaging regime requires producers who place packaged goods on the UK market to register with the Environment Agency (or devolved authority), report packaging data, and pay waste management fees through a compliance scheme.
Shopify merchants — UK-based or international — must assess whether they qualify as small or large producers based on packaging tonnage and UK turnover. Ecommerce distance sellers with UK customers are in scope.
Reports are submitted via the DEFRA Reporting Packaging Database (RPD) portal as CSV files with material breakdowns, packaging class, and nation data.
| Criteria | Detail |
|---|---|
| Large producer | ≥25 tonnes packaging placed on UK market + ≥£1M UK turnover |
| Small producer | Below either threshold — simplified nation data reporting |
| Registration | Required before reporting deadline for your producer class |
| Reporting | Bi-annual or annual depending on producer size |
| Violation | Penalty |
|---|---|
| Failure to register or report | Up to £3,000,000 |
| Inaccurate packaging data | Enforcement notice and civil penalties |
| Marketplace non-compliance | Potential listing restrictions or compliance requests |
