Germany packaging EPR for Shopify sellers
Germany's Verpackungsgesetz (VerpackG) requires every producer placing packaged consumer goods on the German market to register with the LUCID packaging register (ZSVR), participate in a dual system (compliance scheme), and submit annual packaging data reports.
For Shopify and ecommerce sellers, there is no de minimis threshold. A single B2C order shipped to Germany triggers full producer obligations. Marketplaces increasingly verify LUCID Registrierungsnummer before allowing sales.
Data reports must be submitted as LUCID XML conforming to the ZSVR XSD schema, listing packaging quantities by material code in kilograms for each reporting period.
| Criteria | Detail |
|---|---|
| Minimum quantity | None — even 1 packaged unit sold to DE consumers |
| Registration | Required before first placement on German market |
| System licence | Mandatory contract with VerpackG compliance scheme |
| Reporting | Annual LUCID data declaration (typically by 15 May) |
| Violation | Penalty |
|---|---|
| Unregistered sales | Up to €200,000 per violation |
| Missing or false data report | Fines + LUCID account restrictions |
| No system participation | Sales ban on German market |
